I had to remove this willow because it uprooted and fell into an ash tree many years ago. The white stuff is a fungus growing on the roots. Sure sign of an unstable situation. A tree needs a target to be a hazard. This tree was far from and people or foot traffic, so it was not a hazard in my opinion. Well, its gone now...
